About the Electronic Transport Tracking and Control System ( U-ETDS)

Electronic Transport Tracking and Control System ( U-ETDS) was first defined by the Turkish Road Transport Regulation (KTY),  which was published in official journal numbered 30295 and dated 08/01/2018.

The Electronic Transport Tracking and Control System U-ETDS system is a system that will enable real-time tracking, evaluation and control of the goods, cargo and passenger movements carried by companies engaged in transportation activities in accordance with the Road Transport Law No.4925 (KTK) and Road Transport Regulation. (KTY)

  • Scheduled/ non-scheduled passenger carriers (A1, A2, B1, B2, D1 and D2),
  • Good carriers  (K1, K3, C2 ve C3),
  • Logistics operators (L1 ve L2),
  • Cargo operators (M1 ve M2),
  • Shipping warehouses (N1 ve N2),
  • Distribution operators (P1 ve P2),
  • Freight Forwarders (R1 ve R2)
  • Terminal Operators (T1 ve T2)

The STARTING DATE for the OBLIGATION TO SUBMIT INFORMATION TO U-ETDS has been determined as 30/06/2019 for passenger transport activities (A1, A2, B1, B2, D1 and D2 document holders) and as 31/12/2019 for other activities. (The information regarding this is stated in the Provisional Article 2 of the Road Transport Regulation which was published in official journal numbered 30295 and dated 08/01/2019)

It is considered that;

Prevention of fraudulent and illegal transportation, control and planning of the entry into the industry, obtaining investment-oriented data in other transportation methods (airline, railway and seaway)

Follow- up of the number of passengers carried, travel frequency, hours, routes, baggage, price, time schedules and the discounts to be applied to be applied to disabled passengers,

Opportunity to share with security units for public safety (national security) management of traffic density originating from intercity buses,

Financial analysis of transportation activities and sharing with relevant units (Financial Crimes Investigation Board, Head of Revenue Administration)

Tracking of employees in the transportation sector and their financial (insurance, salary) and social (working and rest periods) rights (social),

Scheduled and not scheduled passenger tracking (monthly, Daily, hourly, seasonal, etc. statistics) will be provided by the U-ETDS system.

With the U-ETDS system, the movements of goods, cargo and passengers transported commercially will be electronically tracked for the first time.

Data can be sent to the U-ETDS system in two ways. The first of these is to enter data on transport activities of carriers via the E-Devlet portal (kamu.turkiye.gov.tr) and in this way they transmit data to the U-ETDS system.

Persons authorized to sign by the holders of the authorization certificates to the Ministry or persons authorized as operators by applying in writing can log in to the E-Devlet portal and send data on behalf of the company they are authorized. The screens prepared in the portal have been prepared in a very simple structure and some of the passengers (A1,A2,B1,B2,D1 and D2 authorization certificate holders) who have to transmit data use these screens to transmit their information and passenger information to the U-ETDS system. The second way to send data to the system is the method called web service. This method is a much simpler solution than the first method.

Many companies have a program that they use for tracking their shipments.

By enabling the data exchange of the program used with the U-Net Automation system of the Ministry, it is possible for companies to automatically (without logging into the E-Devlet) transmit the transport information (vehicle, passenger, departure, time, route, etc.) they have entered into their own programs to the U-ETDS system. For this integration, the software company that makes the program used by the carrier companies should contact the U-Net team of the Ministry. (via u-net@uab.gov.tr) With one of the methods mentioned above, carriers must enter their transport information into the U-ETDS system before the time specified in the regulation.

IMPORTANCE OF U-ETDS FOR FREIGHT FORWARDERS

In the freight forwarders activities to be carried out by the companies for which R1 and R2 authorization certificates have been issued for them to engage in freight forwarder activities in accordance with the highway traffic law and the highway transport regulation;

Shipper information of the cargo;

  • Tax identification number (or Turkish citizenship identification number)
  • If the person is not a Turkish citizen, the person’s passport number or foreign identity number
  • Name, surname / title
  • Address
  • Receiver information of the cargo;
  • Tax identification number (or Turkish citizenship identification number)
  • If the person is not a Turkish citizen, the person’s passport number or foreign identity number
  • Name, surname / title
  • Address
  • Waybill and invoice information / electronic invoice information;
  • Shipping waybill number
  • Shipping waybill date
  • Transport date
  • License plate number
  • Other information of the shipment
  • Type and weight of the shipment

The goods must be processed/transmitted to the U-ETDS system of the Ministry within 6 hours at the latest from the time they are accepted. (Paragraphs 5 & 6 of Article 40 of the Road Transport Regulation) In accordance with the road transport regulation; Authorization certificate holders who do not fulfill their reporting obligations to U-ETDS will get 10 warnings. And if it is determined that the information transmitted by the authorization certificate holders to the U-ETDS system is incorrect, 5 warnings will be given to the authorization certificate holders.

-R1 and R2 authorization certificate holders are obliged to record the information completely and accurately which will enable the shipment to be sent and the recipient to be easily found without causing any investigation or dispute regarding the sender and recipient of the goods they undertake to transport, these information are; name and surname, title Turkish Citizenship identity number, if not a Turkish citizen passport number or foreign identity number, if any tax identification number and address. An administrative fine of 74.000 Turkish Liras will be issued to the holders of authorization certificates who do not obey with this rule, as a warning penalty, for each missing or incorrect information.

-If the R1 and R2 authorization certificate holders do not participate in the U-ETDS system and this is detected during the inspections, the administrative fine will be 1.100,00 Turkish Liras as a warning penalty.

If the number of warnings given to the holders of the authorization certificate and not removed reaches 150 and the number of warnings is not reduced below 150 by making payment within 15 days following the notification of this issue, the activity of the authorization subject to the violation is temporarily suspended. (Paragraph 3 of Article 70 of the Road Transport Regulation)

As a result, if you are not included in the U-ETDS system, we recommend that you register to the U- ETDS system of the ministry immediately in order not to be subject to some sanctions in accordance with the Turkish Road Transport Law No: 4925 and the Turkish Road Transport Regulation.
