Mehmet Hakan Tüfekçi
Hakan is a founding co-partner of Tufekci Law Firm with a specific focus on Maritime and Transportation Law, Insurance and Reinsurance Law, International Commercial Law, Arbitration, Ship Finance and maritime-related Tax Law.
He has his LL.B from Marmara University in Istanbul (2003), LL.M from the University of Wales Swansea, UK (2006), and he is a Ph.D. candidate at Galatasaray University (Université Galatasaray) in Istanbul. Hakan also lectured Maritime Law at Maritime College of Recep Tayyip Erdogan University (then Rize University) between 2013-2015 and currently is a lecturer at Medipol University Faculty of Law.
As a Turkish-qualified lawyer, Hakan has over 20 years of experience in maritime and commercial legal matters. He has worked with and represented shipowners, charterers, bunker companies, brokers, insurers, agricultural traders, and banks.
Hakan regularly speaks at international commercial law and international maritime law events and provides in-house seminars to his clients. He has had numerous articles published in law journals in Turkey and the UK. Hakan also holds UEFA Football Law Programme Certificate.
Hakan is a former member of the Ethics Committee at the Turkish Football Federation. He is currently acting as the UEFA Players’ Status, Transfer and Agents and Match Agents Committee member, the Chairman of the Discipline Committee of the Turkish Chamber of Shipping, and the Chairman of the Maritime Law Committee of the Istanbul Bar Association.
Nebibe Doğanışık Tüfekçi
Nebibe is a graduate of law school at Marmara University (2009). She then enhanced her knowledge with her Diploma in International Trade Management from Ashton College, Vancouver, B.C. Canada(2011), and started her career as an international intern at the West Coast Legal Education and Action Fund in Vancouver.
Nebibe’s fields of focus are transportation law, maritime law, contractual law, commercial law, and labour law. She provides legal consultancy services to local and foreign companies operating in these fields. She has an extensive experience on transportation law conflicts on behalf of freight forwarders, ship owners, road carriers, charterers, insurance companies and other cargo related parties. She also handles maritime casualties and ship arrest matters.
Nebibe has also advised the major transportation companies, ports in adapting and drafting their Bill of Lading Terms and Conditions.
Besides transportation and maritime law, Nebibe also provides legal consultancy in full range of commercial law disputes on behalf of domestic and international companies, including both consultancy before the dispute arises and afterwards litigation proceedings. Her experience includes amending and drafting contracts in various commercial law areas.
Cemal Tüfekçi
Cemal is a tax law advisor of Tufekci Law Firm. He is a leading specialist in tax-related disputes in Turkish jurisdiction.
Cemal has his bachelor’s degree from the Public Finance Department of Political Science Faculty of Ankara University (1982). After his graduation, he worked as a tax inspector/financial analyst at the Ministry of Finance. He then worked as a senior tax and company advisor, as well as serving as a board member of several leading energy and media companies.
He has been working as a Certified Public Accountant (CPA) since 1998. He also acts as an independent auditor.
Cemal regularly speaks at tax law, company law, and auditing events, as well as provides in-house seminars to the clients. He is also a member of the editorial committee of the leading periodic tax law publication in Turkey, namely Vergi Dünyası.
Burçe Çangır
Being a graduate of Galatasaray University, Burçe was admitted to the Istanbul Bar Association in 2011. She joined one of the highly reputable law firms in Turkey the same year and she gained immense experience especially in insurance/reinsurance, transport, maritime, employment, and commercial law disputes. She has been advising clients, especially insurance companies, P&I Clubs, vessel and cargo interests, freight forwarders, companies in renewable energy sector and representing them before courts/mediation processes regarding disputes arising from commercial contracts, contracts of carriage, environmental pollution incidents, collisions, employment contracts including occupational injuries and diseases as well as enforcement and bankruptcy proceedings.
Her expertise includes representing both foreign and national companies in recognition and enforcement proceedings of foreign judgments in Turkey and assisting the clients with administrative law issues. She is also a registered mediator at the Mediation Department of the Ministry of Justice about civil law disputes as specialized in commercial, insurance and employment law disputes since 2016.
Burçe has completed the curriculum of Private Law LL.M programme at the Institute of Social Sciences of Galatasaray University and she is currently LL.M candidate. She is fluent in both English and French.
Selcan Kılıç Moral
Graduated from Galatasaray University in 2009, Selcan also attended the Private Law LL.M program at the Institute of Social Sciences of Galatasaray University and completed the program’s curriculum.
She has been a member of the Istanbul Bar Association since 2011. Throughout the years, she gained experience in international commercial and investment arbitration, commercial litigation, insurance-reinsurance law, maritime law, contracts law, and labor law in the prestigious law firms of the relevant fields. She represents clients in recognition and enforcement proceedings of foreign judgments and arbitral awards, commercial litigation cases, employment disputes, personal injury claims, administrative and criminal cases. In addition to her experience in dispute resolution, she advises clients on compliance matters. She also assists the clients with forming and negotiating commercial contracts of any kind with a focus of construction and repair agreements, rental, employment, management, and sales agreements.
Selcan is fluent in both English and French.
Dilara Özak
Dilara has graduated from Istanbul University in 2016 and has been a member of the Istanbul Bar Association since January 2018.
Her expertise includes mainly Transportation Law, Low-Bed Transportation and Logistics, Insurance and Recourse, Rental Law, Contracts and Commercial Law, Corporate Law, Labour and Social Security Law, Consumer Law, Enforcement Law and Administrative Law.
In addition to consultancy and litigation, Dilara is also a registered mediator at the Mediation Department of the Ministry of Justice and specialized in Labour Law.
She is fluent in English.
Gökçe Keser
Graduated from Yeditepe University in 2018, She has been a member of the Istanbul Bar Association since 2019. She has significant knowledge and experience in labor law, commercial litigation, intellectual property law, contracts law and enforcement law.

Tahsin Kapçı
Graduated from Kocaeli University in 2019, He has been a member of the Istanbul Bar Association since 2020. He has significant knowledge and experience in trademark law, maritime law, labor law, commercial litigation, intellectual property law, contracts law and enforcement law.

Sena Ercan
Graduated from Bilkent University in 2020, Sena has been a member of the Istanbul Bar Association since 2021. She has significant knowledge and experience in maritime law, labor law, commercial law, intellectual property law, contracts law and enforcement law.

Melda Erkal
Graduated from Yeditepe University in 2021, Melda is a member of the Istanbul Bar Association since 2022. She mainly focuses on Maritime and Transportation Law, Contracts Law, and Labor Law.

Uğurcan Özgül
Uğurcan is a graduate of Bahçeşehir University Faculty of Law, Class of 2022. He focuses on litigation and commercial law and assists the team with legal research and submissions.

Binnur Ayaz
Binnur has almost 30 years of experience in administrative matters and accounting in various sectors such as insurance, foreign trade, ship building and machinery manufacturing. She assists the team with the day-to-day business and accounting.
Aynur (Aydan) Ünal
Aynur is a graduate of Business Management at Zonguldak Karaelmas University. As an experienced paralegal, she supports the team for debt collection procedures before Execution/Bailiffs Offices.
Rabiye Çördük
Rabiye is mother of 3 and a member of the Team Tüfekçi since 2022. She cooks delicious meals and bakes the best cakes ever.
